The Borough Clerk is one of four statutory municipal positions
required by New Jersey State Law. The Borough (Municipal) Clerk’s responsibilities
as defined by New Jersey Statutes are:
Secretary to the Mayor and Borough Council: Responsible
for the following:
preparing, recording, processing, retaining the original copies, and
when necessary advertising meeting agendas, resolutions, ordinances, meeting
notices, and municipal budgets; administering oaths of office; acting as
liaison to the public and correspondent on behalf of the Mayor and Borough
Council.
Secretary to the Municipal Corporation: Responsible
for: the municipal seal; maintaining custody of all minutes, deeds, bonds,
books, contracts, archival records; attesting to the signatures of municipal
officers and officials; and receipt of service of legal documents.
Chief Administrative Officer of Municipal Elections and
Chief Registrar of Voter Registration: Responsibilities include issuing,
receiving, processing and certifying the following:

Political Party Affiliation Declaration [form]
Nominating Petitions of candidates for office
Results of local Elections
General Administrative and Licensing Officer: Responsible
for: conducting business with other borough departments; serving as information
officer to the public and media; certifying that the proper documentation
has been completed and advertising of same to the Borough’s Bond Counsel
with respect to adoption of Bond Ordinances; and, responsible for the receipt
and processing of applications for the following licenses and permits and
for the issuance of these licenses and permits:

Automatic Amusements and Games Licenses
Block Party Permits (temporarily closing access to a street) [form]

(Open Public Records Act (“OPRA”): Responsible for implementing the
Borough’s archives and records retention system programs and for providing
the public with access to or copies of the Borough’s public government records.

The Borough Clerk’s Office also maintains the Borough’s Cable TV34 Roselle
channel information and announcements, which includes: Municipal and County
News and Events, Board of Education News and Events, Community and Recreation
Events, and Church Events.
The Borough Clerk’s Office accepts announcements for broadcasting from
non-profit organizations only and reserves the authority to edit and limit
the contents of any information that is requested for airing.
Non-profit organizations should submit their requests for announcements
to the Borough Clerk at least three weeks prior to the desired “air start
date” and include the contact person’s name and phone number along with the
who, what, when and where of the announcement. [A form is in process and
